Quest:Instance: The Point of Decision BUG

In this quest the objective is simple, you must walk in Frodo's skin where he tells you and as you progress you talk to various characters. Elrond the first, Galadriel the second and the third would correspond to Gandalf at the top of the stairs of Amon Hen, well when I get to that point Gandalf does not appear. Watch on YouTube and replicate what he did step by step, several times. Well it seems that it still doesn't work. If anyone knows the solution I would appreciate it.
