You can purchase them from anywhere you find them.
When you purchese then, you get a "code".
That code must then be applied to your account a {LIEN SUPPRIMÉ}"myaccount.turbine.com"
Login to your account, apply the code and then the next time you login to the game, you will have credit for whatever you hve purchased. The source of the purcase does not matter.
Similarly, LOTRO is a completely stand-alone game. It is not necessary to play through the steam interface. You can do so if you wish the "Steam Overlay" -- but that is the only benefit to playing LOTRO "through" Steam.

If you want to cut out C, then you can run the LotRO client without Steam. To do that, you have to find "lotrolauncher.exe" on your computer. There's a default directory, but the easiest way would be to just type that program name into the search feature of your operating system. When you find it, right click on it and select "copy shortcut". Then right click on your desktop (or wherever you want the shortcut) and hit paste. Running it this way disables the Steam overlay. Personally, I like having the overlay though, as it has a web browser so I don't have to alt-tab to look stuff up.
