Probably not, It will be a VIP only server so you'd have to sub without knowing if you'll like the game (vice a normal server where you can play free up to lvl 95).

Also there'll be a few advanced rules on it the normal servers don't have, some kind of capture the ring mechanic.

Like stated above, you only have access to the legendary server as long as you subscribe to VIP, so take that into consideration.

But if that's not an issue for you, and you're someone who really wants to immerse yourself in all that the game has to offer (as opposed to just blazing through levels), I would say that a fresh legendary server is a great way for new players to experience the game. Not only will you start out on equal footing with everyone else, since the servers start out level capped, you'll have a better chance of finding other people to run low level content with than you would on regular servers.

Eh, it's essentially just a new world boss. The gist is that there is a chance for one of the 9 ringwraiths to spawn on landscape and it will require many players at level cap to band together to kill one. If someone shows up that is in possession of a special ring (~12 in world, random drop), it simply makes them easier to kill. And there will likely be deeds/titles/rewards for eliminating all 9.

The latest announcement didn't give a date.

No date has been given yet. There will be a preview of the EU Mordor server tomorrow, July 25th starting at Noon Eastern (-4 GMT), on the Bullroarer test server. The preview is available for all account types, not just VIP, so people can check it out.

While it's possible it could go live as early as July 31st, I wouldn't be surprised if it isn't pushed back a couple weeks into August.
