Epilogue of Lebennin Unavailable?

Trying to complete the Vanguard of Central Gondor deed. I've completed both of the other epilogues, completed all the Lower Lebennin quests, and attained Friend reputation standing with the Men of Lebennin, but Nimithil still isn't offering the quest. What gives?
