You can buy a new horse in hengstacer's farm north of bree.
Alternatively, some factions have a mount that can be bought after reaching kindred reputation.
You got the free starter mount right?

theres a festival going on, i did a few activities there and made enough to buy a nice Deer (or Elk?) with good speed. Worth the trip.

You should have a permanent mount, slower than all others, from the quest that gave riding trait.
If you're in an instance and want to leave, right click your portrait and there's an option there.

If they ever do 4k and that's a hefty If it won't be for quite a while, you might as well drop it down

you can adjust UI size

Depending on the size of your screen, lower it to 2k and you'll have a better experience.

This is the most recent way to get a starter horse:
https://lotro-wiki.com/wiki/Quest:A_Little_Extra_Never_Hurts_--_Part_2
If you've completed the tutorial have to go talk to the smith (Skardi Bendbalde) in Mossward, which is in Swanfleet.

with the festival going on i got a 68% speed horse now. I think its the highest you can get that easily
