Report a translation problem
You might be able to copy the directory where the lotroclient.exe is stored to another place & start the game from there for the second instance (not using the Steam link)
Howver, if you launch the game independent of Steam, it can easily be done (supposedly.)
There is a check box in the Launcher to allow it. (and I belive anothe in Options, but I do't know about that one.)
In the Launcher, go to the "down arrow" in the upper right of the Launcher window, on the General tab, check the box "Allow multiple game instances."
And yes, "Multiboxing" is completely "legal" as far as Turbine is concerned. It does not violate any of the various EULAs, Codes of Conduct, or TOS.

I've opened the clients through the steam installation folder. The second one will say that lotro already is running, but as Valamar said:

I couldn't see the check in the box, but it will work anyway after you klick on "ok"...
Many client changes over the desktop, but now i have my mail box :)

I launch multiple clients via steam all the time.
Edit:
It's actually under the client launcher that pops up after Steam initiates it.
1) Top Right of game launcher there is a drop down arrow.
2) Options
3) General
4) Click the German translation of "Allow mutilple game instances"

The problem is that the first time I tried, Steam launched twice no problem. I tried again 2 hours later and I couldn't, "It's already running". And now I tried again some 7 hours later and again no problem...
Guess I have an Steam with a humour...
Sorry I forgot to add that you click, "keep launcher" open and after logon and password the game will launch with the LotRO client still open to logon with other accounts at the same time.
So you use Steam to initiate the LoTRO client launcher and all the rest is client based.
