Not by itself, they can however be used to give a rough ratio in relation to other MMO's - ie ESO has it's own launcher and many don't launch through steam. FF14 the same.
Personally I don't care whether there are a billion people online or 100. But for those that do then those comparisons using steam charts are valid.
I would say for a game that is about 17 years old it is still one of the best MMO for the casual MMO player and the player that likes to take their time. I have not played in a year so things could have change but I can hear my precious whispering in my ear, calling me back.
On peak times, Evernight has about 1000 players, there is one similarly populated NA server and the rest more barren and empty.
It matters if it has 100 players or 1,000,000,000, because if it has 100, the game will shut down unless it's a private ran server whose main goal is not revenue.
I wouldnt say its dead, but it could be better.
As this one points out, most are using the Standalone Client rather than through Steam. Steam at best shows the "trend" especially when looking at Past Highs who play LOTRO.
