Report a translation problem
Not here to say anything else about the game, but it <seems> to be as difficult to uninstall as it was to install. You like it fine, if not here to help on topic, don't post.
It shows up for me on both steam and the system panel.
But if you really want to fully uninstall something neither the control panel nor steam are the better options. You should use something like Revo uninstaller.
There are LOTRO folders\files in my C:\ user account folder, and buried in the Appdata folder (FYI Win has that hidden by default...) and in steam\common folder on second drive.
There is no uninstall option that I can find posted anywhere, and cannot find the rest of the large game install folder\files. A cringe utube vid shows to go steam\common\turbine\LOTRO or something like that, which is not anywhere. And anyways, just dragging that folder to trash is not uninstalling.
So lack of results seems to indicate not a common thing, or not identified as such earlier, oh well.

Also, I have the uninstall option in the steam library. Something must have been screwy on your end
