A controller not having enough buttons is a myth that old school pc gamers in the mid 2000's spread across the internet.
As far as controller goes, you have two options:
1 - Third party programs such as Xpadder
2 - Steam configuration
To use Steam, you need to go into BIg Picture mode. Click on gear icon and go into controller settings.
Select controller type and game you want to configure the controller for. Once inside, take your time looking over the tool and then begin working out how you want things to work inside the game.
As alluded to by Moonvalley, you can configure your controller to work similarly to how FF14 works. You can run many games, including MMOs, like this and often with no to little in the way of restrictions.
