The sad thing is that I play with 3 other people that all pay for VIP subs. SSG is going to lose all 4 of us as customers if any one of us cannot play.
We'll simply move to another game.
- Make sure your Firewall and active defending anti-malware programs have LOTRO directory or game exes in exceptions.
- Make sure you are running the game as Administrator or an account with administrator rights.
- Use the troubleshooting compatibility options in Windows 10 or 11 OS.

- Try using DX 11, DX 10 or DX 9 if you are having problems with DX 12. Might have to install DX 10, 9 and 11 on a new Windows 10 or 11 OS load. Here is link to Microsoft DirectX download page. You need to load Direct X 11 and 9 on a new Win 10 or Win 11 OS install. >

"Download, Extract, and Install DirectX Redistributables
Microsoft provides two different package types for the DirectX runtimes. One is the "DirectX Web Installer" that I am not recommending. The other is the "DirectX End-User Runtimes (June 2010)" package. This latter package fits our needs best because it is "dumb" and does not care if there have been prior attempts to install the runtimes. It just works and dumps the DirectX extensions in the C:\Windows\SysWOW64 folder as required. But, you must download the file, run the file, tell it where to extract itself, and then run DXSETUP.exe from that location to fully install it.
Browse to this Microsoft page.
Click download and download directx_Jun2010_redist.exe.
Run directx_Jun2010_redist.exe. It will pompt you for a folder/location. It wants to know where you want to extract all its files. For example, I told it to unpack to c:\unpackhere. You can give it any location you please, just make sure you can find it for the next step! If you're told the folder does not yet exist, go ahead and say "yes" to creating the new folder.
Navigate to the folder you indicated in the prior step, find the file named DXSETUP.exe, and double-click it. If you are prompted to overwrite anything or are warned that you already have DirectX installed, please proceed and/or overwrite what is there.
Click "Yes" and/or Accept, etc., until the installation finishes. You now have all DirectX runtimes and extensions installed.
3. Download and Install Visual C++ Redistributables
We need Visual C++ redistributables packages from 2005, 2010, and the bundle containing 2015, 2017, 2019, and 2022. Don't worry, it's not actually that complicated.
Navigate to this Microsoft Page.
Scroll down to the "Visual Studio 2015, 2017, 2019, and 2022" section and download the "X86" and the "X64" versions from the links provided there (don't download the "ARM64" one).
Scroll down to the "Visual Studio 2010 (VC++ 10.0) SP1 (no longer supported)" section and download both the "X86" and "X64" versions. NOTE: The filenames are the same (vcredist_x86.exe, vcredist_x64.exe) as the files you downloaded in the prior step. You may want to organize things (copy the previously downloaded files to a different folder, etc.) per the video guide to keep your browser from overwriting the older files or naming them odd things (appending a "1" to the end of the file, etc.). You definitely want to avoid overwriting, etc..
Scroll down to the "Visual Studio 2005 (VC++ 8.0) SP1 (no longer supported)" section and then click the link provided to take you to the download page for the 2005 runtimes.
Click the "Download" button and then select the vcredist_x86.exe and vcredist_x64.exe and then click "Next". . . again, be aware that these are the same filenames as in the prior two steps."
You should now have six files downloaded. You can run/install them in any order. So go through all six, carefully, and double-click each to install them. Uncheck boxes where you can that ask you to allow MS to send you information, etc. per your preferences.
Confirm that they all installed by going to Start-->Gear Icon-->Apps-->Installed Apps and compare to the screenshot below. . .

Still the same (0xc000007b) error.
I too just bought a new gaming computer with Win 11 on it (same boat except I was still on Win 8.1). Loaded it directly from the lotro site and didn't have to download anything extra to get the game to play.
I tried the installer from SSG and it does the same thing.
Interestingly, when I downloaded it from Steam to give that another try, I noticed that it comes with all the 3rd party stuff the game requires in a folder in the directory. Included is a installer simply labeled "DX9". It starts (my cursor turns into the busy cursor) for a brief moment then does nothing, and the windows troubleshooter pops up.
I don't think ANYTHING, including the installer directly from Microsoft, is actually installing 9.0c. If I run the MS installer, it says I already have a newer version installed. DXDiag simply states I have DX12 installed with no mention of other versions.
Even more worrying is the fact that if I look directly in C:\Microsoft\SYSWOW64\DirectX the folder is EMPTY, not even having files for DX 12.

Steps to fix.
1) Reset Brand New PC to "Out-Of-The-Box" state by using the Windows Restore Function, wiping ALL data.
2) Downloaded NON-STEAM version of Lotro Installer
3) Installed LOTRO Launcher
4) Run Launcher...SUCCESS! Patching.
It seems that running the Steam Installer BREAKS IMPORTANT STUFF. As long as I never ran the Steam installer, everything is groovy. What a HUGE waste of time.

While that's certainly possible, you hardly have enough evidence to draw that conclusion. Windows 11 Steam Launcher working fine (always has been) here.
