run dxdiag then display tab then right hand column feature levels should tell you

Make sure in your file that DisplayAdapter=1 and not =0
This fixed it for me.
DisplayAdapter=0
some other settings of note:
D3DVersionPromptedForAtStartup=11
GraphicsCore=D3D11
Just change the 0 to a 1. It should fix it.
