The devs have been going back to old regions for the past couple of years and doing a graphics pass on them trying to bring them up to how the new regions look.
For Characters: They just did Humans and will do the other races in time.
No, LOTRO has not received a Graphics Update as it's still the same Graphics just using a different Visual Style.
So it won't be receiving a New Graphics Engine.
It won't receive a Singular Update to make most or all of LOTRO use the same Visual Style.
From what I've read here and on the O boards no one's super impressed with Humans either. A lot of people were introduced to the Barber NPC to try and get their characters back close to how they used to look.
*** I haven't been in game in a while and am kind of afraid to see how bad my human looks (also I wasn't a fan of changing the Warden that they did and not sure if I want to try and relearn a class I've been playing since 2009.)
But, it will have pretty graphics.
