Report a translation problem
When I do click on the Store icon I always end up with a message stating I cannot connect.
Note that you will need the basic riding skill as well as a Mount. The Riding Skill is cheap in the store and if you don't have a free mount yet, nor want to get one from the Hengstacer Farm, the store is an (expensive) option.
There are a LOT of free rep mounts available in the game. Hobbit rep gets a nice one and is generally easy to get as there are rep quests, dailies, task items, and rep items available to get to Kindred fast. :)

I am unable to access the Lotro Store. So if it is necessary to do that in order to obtain a mount, I will never have one.
I am level 20 now and began doing quests at Henzeger Farms (or whatever it is called), hoping that I would gain sufficient reputation to get a mount. But Ogour (or whatever his name is) says that I have to complete a quest he offers in order to get the riding skill. He offers me no quests, so I therefore assume I am unable to get a free mount.
I have tried around 20 times to visit the Lotro store, but every time I click on the icon in-game to take me there I get this message: hmmm you are unable to access this site, please try again later.

Well, you do need to solve the LOTRO Store problem for later as there are weekly free stuff available and can only be accessed through the store.
At Hengstacer Farm, have you completed the 'Proving Your Quality' quest where you ride a mount through the timed course? You grab a mount from the stables, no need to own one. That gets you the free Riding Skill.
Next quest is "Horses for HIre' from Oddvarr down at the ruins.
And so on.
Once you have the riding skill, you can buy a horse from the vendor there for 200 silver. There are better mounts available, of course for more money.
Steam->Settings->In Game. Make sure that Steam Overly is enabled. That controls in game pop-ups. Give it a try. Report the results, please. :)
Everyone can get free riding on their intro zones except high elves (I think they get it somewhere else)
