where the heck do i find one? or do i just not need one? i can't tell at all.

Should just need them for the class quests....I could swear they were at the Beornhaus. You should have a travel skill to there as a Beorning

You wouldn't need one till later levels, you can see all the skills you get from lotro wiki, you need to do the emnity of wargs deed I believe to get the racial port skill to go to the one in Beorninghús, or you can spend a MC to travel there on stable, or a captain can summon you there at any level I believe, but a hunter port you need to be the minimum level to bind to a milestone to be able to be hunter ported, anyway you would only need them for the late 30's for your book pages quest starters

With the older classes the trainer only comes into play at certain levels the first was 15 I think. You get a letter from him asking you to come and see him and he sets a task for you to complete to further your education.

As far as the really old feature they used to have where you'd have to go and buy your abilitles / skills each time you leveled up; they did away with that and you just learn them on the fly now.
