No travel skills to North Downs or Evendim?
My reputation is maxed with the appropriate factions. I checked the rep vendors in these zones but I do not see any travel skill I can buy. Do they exist? Did I just miss them? Bree had one as did the Lone Lands so I figured all zones had one I could eventually buy.

You can get the Return to Trestlebridge travel skill, which is in North Downs, for doing Wildwood rep.

I looked at the wildwood rep vendor and i did not notice this skill in his list, maybe I just missed it. I don't really want to go back to look again.

You can't buy it, you need to gain reputation with "The woodcutters brotherhood"
In Eriador, the availability of travel skills is a little inconsistent. There are places that don't have general "return to" skills available as a faction reward, but instead they'll be Hunter or Warden skills.

To Op only hunters and wardens have guide and muster skills to those two places, there's no rep return to skills for other classes, though Esteldin does attach to a few decent places, it's just like taking a public city bus and having to get a transfer or two

It's really just a missing a direct Return to Esteldin for everyone.
For people with access to swift travel they can go there from West Bree I think?

yeah heaven forbid you would have added something useful to the Op's question, they want to know about getting to Esteldin fast not ending up in the bottom left of the zone and having to travel for over 5 min to get to the north, at least I answered their question

Yep I did say Esteldin was attached to a few decent places, stables are coming along getting better(hell we even have swift travel to forsaken inn through the south now-was badly needed) but Esteldin and Tinnudir should have rep return skills also

The OP is clearly just collecting travel skills. They said nothing about Esteldin nor the need to actually go to either zone.
