I remember playing this garbage in 2016, but it never felt this confusing to start it. Do I have to go back to Volume IV Book 4 and just continue from there?

The Field of Onslaught is an area of Old Anórien, representing the Battle of Pelennor Fields at dawn, when the Riders of Rohan arrive.
It is first accessed during Epic Volume IV. Book 5, Chapter 8: The Ride of the Rohirrim. After this, it can be returned to by using the horse labelled To the Field of Onslaught in front of the City Stables of Minas Tirith.[65.6S, 16.9W] A corresponding horse labelled To Minas Tirith, Before the Battle provides instant transportation back to Minas Tirith.[27.2N, 16.6W] Once the other phases of the battle are unlocked, each can be returned to from horses that appear next to this horse
So... maybe? At most you might be able to start from book 5, with Gandalf at the top of Minas Tirith.

No it's not, it's just that you haven't done the pre-req's for any of what you say is missing. Sounds like you skipped too much.
As was stated on the LOTRO Reddit Forums, you've not given what Epic Quest you are on but it's pretty clear: Go and do what you skipped and then you'll get to the Battle of the Pelennor Fields.
There is a coupon code FREEQUESTS2022 good until October 31, 2022 on the lotro.com website that unlocked the Battle of the Black Gate quest pack. I don't know how often they offer free quest coupons but I do remember at least one more some time ago. If you missed this offer perhaps there will be future offers. Also the Black Gate quest pack is free to VIP's.
Level 90 > South Bree stable master > Osgiliath > Camp of the Host > Aragorn > Vol. IV. Book 8, Chapter 1: No Other Way. Seems to work for me as VIP when I've out levelled content that I don't care to do or redo.
They've been doing it surprisingly often, but it might just be a lucky streak of occurrences - 15th anniversary, expansion release, mini-expansion release, corona lockdown.
Up until level 75 (after The Great River ends and Rohan starts), the game experience for me has been amazing. But once Rohan started, the game has turned from an activity of huge enjoyment into a chore. I read online about that, other people complaining that Rohan was a bore, some were saying that "in Gondor it gets better".
So I mustered up my resolve and pushed on, finished Rohan, went into Gondor and it was just the same pathetic, boring letdown that Rohan was. Still, I pushed through Gondor too. At Minast Tirith it was a pain, because of how annoying it is to travel between the different levels of the city. There were also a lot of side quests that I intentionally skipped, because I just couldn't be bothered with that place anymore. Some people said these quests gave trait points, but with the new update that becomes irrelevant.
Then I went to Mordor. Damn that place is so dark I had to use nVidia Control Panel and RivaTuner to increase my gamma just to be able to see sh*t. Mordor was also annoying and boring. Yet I managed to get past it as well.
Now I'm at level 122 in Ered Mithrin and frankly the zones after Mordor have been very pleasant, except Northern Mirkwood. Now I'm dreading the fact that I have to go back to Minas Morgul and I plan to finish it ASAP.
I must say, after playing the game thus far in such a short time span, frankly, Rohan, Gondor and Mordor are just pieces of dog sh*t. Everything from visuals to quest design is just garbage. The story is not interesting, the side quests are a chore and the places look so boring. The only exception was Mordor where if we ignore how dark it is, it was interesting to see the inside of Mordor in more detail, but that got boring too.
After I finish this character, I don't know if I'm ever going to start another one. I have a few ones created, but I don't know if I will ever play them again. I think if that ever happens, I will quit after Moria.
SSG really need to go back to those places and find a way to improve the experience there. I hear them wanting to "adjust the leveling experience" in Bree-land. That's a lot of bollocks. Bree-land is an amazing zone just the way it is. I can't get it through my head why they want to mess with a zone nobody has complained about and pretend to ignore the worst parts of the game, namely Rohan, Gondor and Mordor.
These zones are tedious af by design to annoy people enough they buy valar boosts, simple as that.
Its different when its the current end game zone, but when your levelling through it its tedious as ♥♥♥♥.
