If you've played through the Lone Lands enough times, you might want the North Downs. (Also, you get some nice instances from it)
If you don't have the expansions, you will want to get Moria (the expansion, not the quest pack) by the time you're L45-50.

30-40 Everdim (Probably the single best choice)
40-45+ (Misty Mountains + Epic volume 1)
45-50 (Eregion)
50-60 (Moria)
I completely ignored Angmar and Forochel outside of all the Epic quests that take me there.
All QPs with the exception of the expansions.
Also, I'd recommend Evendim, Eregion, Angmar and Dunland as great Ereiador quest packs :)
Looks like what I did too. Although I also added North Downs and Trollshaws to my list.
Can't stand Angmar, I don't care how many TP's it might give. I'd rather enjoy myself playing what I like.
Moria expac probably has the most content quest and deed wise and people do still do those instances. People can spend months in Moria!
Mirkwood has my favourite skirmishes and a couple of excellent instances but you can get these separately and it isn't essential to the main story.
My favourite expac was Rise of Isengard. Unfortunately, not many do it these days because of scaling issues but the instances are epic. The Tower of Orthanc/Saruman and the dragon (Draigoch) are still run because they have some great mechanics and rewards. You'll spend a lot of time with the Rangers you met earlier in Evendim and the lone lands.
Riders of Rohan has trait points locked in the quest lines and featured mounted combat. But unfortunately the mounted combat problems and the linear quest line spoiled it for me.
Helms Deep was the only expac where the epic was gated to subscribers (you had to buy it to do the epic) and it also had Trait points locked inside the epic battles. It introduced trait points and changed the focus of the game to epic battles from traditional instances/dungeons for a while so it isn't my favourite but you'll need it to follow the fellowship. It is also expensive for the amount of traditional quest content but it may go on sale when Mordor becomes available for lotro points late this year.
As said above, at least one the Gondor quest packs is pretty essential for level 100 to get gear and to imbue and trick out your legendary items which you'll need. However, the epic is free again from here on in so you can follow the story even if you don't sub or own it.
The questing stories improved towards the Gondor region and the epic battles, including Pelennor, that come with these regions are much better and done much more frequently than the earlier ones.
The Ithilian quest packs are nice and not too expensive for 105 up.
Then there is the new one...Mordor.
On spending your points, may I suggest you make sure you have the account wide riding skill and as much shared storage and inventory bought (you just missed a sale) as you can afford. If you can afford a month's sub, unlock the gold cap, start as many deeds on as many alts as you can, it will pay off later if you have to unsub. You keep what you unlocked as a sub when you unsub. It makes a huge difference. Oh and check out the skirmishes for LP if you don't sub.
