I asked you before in another forum post. you played over 1600 hours. so what changed on your pc?
Did thos before years ago on my wi down 10. I can't go dx9 at all it just crashes with blackscren same as restarts after dx 11. Logs in windows just say it hanged and then I ♥♥♥♥ it down. And yes I have userpref64 and the normal one but that doesn't seem to generate much at all.
run dxdiag and see if there are any issues.
what changed since you last played? windows update? graphics card driver? added a new app/game/other software? changed system settings? had a hard crash?
windows 11 is all thats changed and 16 gig more memory. my friend is playing lotro fine on windows 11 upgrade. i'm using a full windows 11 install.
the fact that dx9, 10, and 11 do not work would suggest it is not dx9, 10 or 11 but something they all use. do all you other games work?
open a command prompt with admin permission and run
dxdiag and see if anything is amiss.
sfc /scannow to check for system issues.
DISM /Online /Cleanup-Image /CheckHealth to check for system issues also
I tried both clients, both same issue.
no issues with scannow or dxdiag i can see. I downloaded a full copy of windows 11, wiped my SSD and installed a complete windows 11, i didnt upgrade from 10 when the game was already working on there.
after the win 10->11 upgrade and verifying my steam games, I have these installed:
Microsoft visual c++ 2005, 2008, 2010, 2012, 2013 ,and 2015-2019
I do not know whether the game needs any of these but they are available here:

you did not do an upgrade so possibly something in one of these is what is missing. win 11 comes with the libraries to run win 11 and NOT all the old windows libraries. just a guess.
I just had my friend download game on win 11 upgrade and works fine for him :(
you did a clean install and the game does not work.
looks like something carried over on the upgrade but is missing on a install.
look in your window 11 apps and see which visual c+ libraries are installed
or perhaps one of my other games/apps installed whatever this game needs. I did not do the upgrade and immediately tested this game.
Fresh reinstall of Windows 11 fixed the issue, did not install any of the dx packs or c++ packs, just fresh install, windows updates and steam client.
