Report a translation problem
The quest texts windows have an up/down arrow with 'Aa' next to it that can be used to change the font size.
The chat window has the option to customise font colour (right click on the 'General' tab). Here you can also change the font size for each type of message.
In the general options, under 'UI Settings' you can scale individual parts of the UI.

Not a practical expectation. Just not financially feasible given the age of the game and the potential customer base such an investment would draw into the game.
4K & UI Work are on the horizon, this was confirmed in the latest LOTRO Executive Producer Q&A Stream.
Many things are "...on the horizon...". I would hope that the Server-Side Lag would be the #1 priority before any graphic updates. The developers reported identifying two major lag points on the server, let's hope they are able to correct the situation quickly. :)
