You can start a character on every server and then you can check once you finished tutorial how busy it is using the Social page and world chat during the time you would normally play. Some Guilds (Kinships) advertise in the different servers folders on the forum, but most advertise in world chat. You can search for guild members via the social page.
I am on Gladden, which is a nice laid back server. Arkenstone and Brandywine is the most populated with Raiders, PvPers and PUGers. If it has EU in the name of server means more European players. But both US and EU servers are located in Boston area, USA. Legendary is VIP accounts only.
Most of the landscape content is soloable. If the quest has a group symbol in it's journal entry then you might need a group at or below level.
You can try the game for free up to level 30ish, then you have to buy content or just play what free content that available to you.
