I haven't RP'd in LOTRO ever, but I might have some answers.
1-2-(6). There are indeed. The "normal" German language server is Gwaihir [DE], the RP one in German is Belegaer. You might want to visit their respective forums found here https://www.lotro.com/forums/forumdisplay.php?77-Servers
3. Never tried RPing, so no idea. Still, there is an Out of Character chat channel in-game on all servers, might want to ask there.
4. The closest LOTRO analogue to herbalist or gardening would be Historian vocation https://lotro-wiki.com/index.php/Historian - they can grow their own crops as Farmers, easier track herbs while adventuring (again as Farmers), brew all kinds of potions as Scholars.
Crafting gives XP as well, and you might spend a lot of time Farming, as the rate of getting rare ingredients for use by Scholar is pretty low compared to normal crops which you get every time.
5. I don't know of the newer bundles, if any, but as you are on Steam, I'd sincerely suggest the Quad Pack https://store.steampowered.com/app/258800/The_Lord_of_the_Rings_Online_Quad_Pack/ - 4 expansions in 1, and pretty cheap (at least where I live).
Edit: now I've noticed you've played LOTRO 5 years ago, so some things you sure know already.
Yes, Belegaer [DE-RP] and Gwaihir [DE] are German language.
There's 3 designated ones; Landroval in the US and Laurelin EU and Belegaer DE
If you go to the official forums, down at the bottom are the sub-forums for the different servers. Each has a guild (kinship) section. Read through them and see if any catch your eye.
That's all I needed to know.
Now I feel very hyped to go back in.
