Open 'Steam' > Click 'Games' (top left hand corner) > click 'View Games Library" > Scrolls and find 'The Lord of the Rings Online' > right click 'The Lord of the Rings Online' and right-click 'properties' > click 'local' files > click 'verify integrity of game cache'
Once that has completed I would suggest restarting your computer and relaunching the Lotro application.
