I don't think any of my breaks were 6 years, but my characters are always there when I come back.
Customer service takes quite awhile now a days so don't give up hope yet.

I think abdking's on to something. I think the transfer's between servers is currently down, I haven't seen anything saying they've fixed it yet.
So it's possible you'll need to wait until it's back up and then check for your characters.
If so, that was an old UK server run by Codemaster's I think. If it truly was you shouldn't even be showing an account, let alone character slots and Store points.
Codemasters paid for the licence to run LotRO in Europe. In 2011 Codemaster's gave up the licence and anyone that didn't transfer their account's to Turbine in the states had their accounts wiped per EU law.
If you were a Codemaster customer and you're now showing a stateside account you must have transferred your account; hence the reason you can log in.
Strange.
There's 3 account types in LotRO; F2p, Premium (have spend actually money on the game) and VIP (paying a sub). VIP is the only one that get's the free monthly store points.
Premium just means he has a lot of the F2p restrictions unlocked for characters. Most likely he had a sub at some point and stopped paying like a lot of us.
SSG is pretty much a shoe string operation now, with very few people running this and their other game; DDO.
You might still hear from them sometime next month. Good thing is you can always re-install if you get good news from them down the road.
