No he will not have the epic quest in Rivendel.
That comes from Gandalf in Bree.
If you continue the quest in Rivendel you will lose the free port to Rivendel you get from the start of the quest.
The OP's problem is that he either misses the quest before Gandalf hands out the next quest, or the epic is broken there.
As he is stuck between Vol I, book 1, and Vol I, book 2, it's probably a glitch.
(The last quest of Vol I, book 1 ends a Gandalf too, so it should go on seamlessly there)
Log an error ingame, and stay online until a GM pops up.

IT IS NOT AVAILABLE IN RIVENDEL.
Don't follow that quest line unless you want to:
1 - Do that quest line (with friends, as you can't solo it)
2 - Lose your free port to Rivendel
OP CAN get support in game, whether he's F2P or not. I know for sure, as I have had support as a F2P player.
Can you tell me where the support is then? I go to the ESC menu ingame and choose help, which allows me to submit a ticket, which is immediately deleted because i'm FTP.

In that case, ignore the epic quest, and go do others. It's not like there's nothing else to do :-)
Or spend a few quid (Siege of Mirkwood is $9.99, 1 month VIP $14.99) to upgrade your account.
I can create a new character, and see if the epic is broken for me as well, but that'll take me a day

The epic quest is pretty much the only reason i was playing lol.
I don't have permission to start a new thread. Turbine seems determined to ignore the existence of FTP players as much as possible.
Door locked.
Talked to Butterbur.
Talked to Gandalf - Book 1, chapter 12 finished.
This pops up the Book 2, Foreword quest.
I didn't take the quest. Saeredan doesn't advance the quest (doesn't have the quest to go to the lone lands)
Rode to Candaith. He has Book 2, Chapter 1: Rise of the Orcs available.
So you should be able to pick up the epic from Candaith.
If it's not there, it looks as if you missed something in Book 1.
Check all completed (epic) quests.
If you have everything completed, including the Othrongroth instance, I'm afraid you're better off deleting that char, and creating a new one, and try again.
Now I have a burglar character... Any tips on what trait line to follow for a (mostly solo) burglar? :-)
Thanks for the effort you went to mate! I just checked again with Gandalf and then rode to Candaiths Encampment but neither had the quest... I guess i'm ♥♥♥♥♥♥. (Yes i checked the quest log and made sure all Book 1 quests were completed). It's sad but i will probably stop playing due to this bug.
Hahahaha... Well, at least you're back on track.
Don't stop playing LotRO because of one bug. Like I said, you can always delete the char and run a new one. L22 is not a long way into the game, and it's what I did to grind TP when I was F2P:
Play Ered Luin (195TP for a few hours work), then quest around Bree to get to L20, and grind rep in the Barrow downs. Delete character, and repeat.
