Nothing beats the Guardian played as a Tank in the tank role. If High Elves get light damage buff then that would be helpful playing a warden or captain which both classes have some attacks that cause light damage.
The reason I'm torn between High Elves and Men is the fact that I don't really like how LOTRO implements Elves in general. I find them ugly, which should not be the case and I also find them a little umm "feminine". Not because of the lack of beard no, because of their posture, run/combat animations and all the stuff. Man on the other hand, look solid and strong. Elves are very thin.

If you pick a heavy armour class, you won't see much of them anyway, so it won't matter :-)
High elves have even worse animations than elves though, so you might just want to go for man.
The light damage bonus is great for minstrels, but high elves also get a +5% sword damage bonus I believe.
Man gets that +5% sword damage bonus for sure.
There is a lot of different group content. For some top-tier challenge content some classes will be shunned. (Even desired classes, but with the 'wrong' setup will be rejected).
That doesn't mean you can't/won't run group content though.
