By using it you gain the skill to summon it.
There is a quest to get both a horse and the riding skill at level 20, but it only grants the riding skill if you are a VIP.

Buy the riding skill from the store. Unfortunately it's a character-level purchase, so you'll need to make it for each of your characters. Alternatively, you could drop some coin and buy the apprentice or journeyman riding trait, which are actually on sale in the store today. They increase the speed of your mounts and there are account-wide options. I have the journeyman trait on my account, which costs something like 2400 points on sale. That's a lot, but it's about as expensive as it would be for me to buy the regular riding skill for all of my characters and mules, so it's actually a pretty good deal.
