Yes you can run it, but you might need to turn down the resolution and graphic quality quite a bit.
The CPU and memory are good enough

I am running it on two Titan X's in SLI and still get lag/fps drops...it's the game engine not my hardware.

It will run fine on integrated graphics. The game is mostly CPU-limited anyway.

It's because of CPU not GPU. The game is so old it can't take advantage of more than two cores, and therefore it stutters and drops frames. In addition, the game seems to fill up it's dedicated RAM, which definitely doesn't help...
Best fix right now is to overclock CPU core 1 and 2 as much as possible.

i wish SSG would fix this. I still think this is such a beautiful game. The water effects are outstanding, but the lag walking though Rivendell is disheartening. If only the fabled 64 bit Engine of Beleriad would surface from the Anduin,,,

Unfortonately, a 64-bit client will probably not fix the CPU issues, only the memory issues. Maybe SSG will come up with a fix to take advantage of more than 2 CPU cores, but it is unlikely :(
