No, you will not get expansions - just quests from quest packs (including the latest - Helm's Depp was the last expansion).

Is it worth buying Quad Pack and grinding for these quest packs seems a lot to spend each month 14,99(i can also buy starter pack).I planned to buy Quad Pack during Christmas Sale!
Also what about the population, havent played LOTRO for 3 years now, what is the population right now and is it worth playing?

If you go for 3 months VIP, it's $9.99 per month.
If you don't want to stay VIP, you should indeed just buy the quest packs with TP. (You can't buy them while VIP though; you have access to them, so they won't be visible in the store)
Being VIP for any time will unlock other useful stuff that won't go away after you're no longer VIP:
All characters you played during VIP time will have all trait slots unlocked
All characters you played during VIP time will have access to swift travel
Gold cap will be unlocked.
I believe you get extra bag space, that stays unlocked as well.

I think it's worth playing. It's busier on the servers these days, now that there are only 10 left.

Ok thanks, but how much will it take for me to grind these quest packs because there are a lot of them and what is the best guide for it?

If you want to grind for all the QPs that will take a ton of patience and a crap ton of time (at least 100 hours...).
My advice would be get the Quad Pack, Steely Dawn pack and Premium Helm's Deep pack (if you can). That way you'll get all the expansion content and quite a bit of TP that you can spend on QPs. Don't bother with VIP, as the second you don't pay, you'll lose all content (while if you purchase, you'll have it forever). Buy 1 month of VIP though, just to get swift travel..

I will buy Quad Pack, the Steely Dawn pack and probably Helms Deep, anyhow how much TP will i get for buying these 3 dlcs.
One more thing where is Quad Pack and Helm s Deep on Steam,no keys or they got removed permanently?

They aren't on steam anymore it seems, they must've been removed recently. However, all the packs can be bought at lotro.com.

You will get 1500 TP if you buy the HD base edition, Steely Dawn and quad, and 2500 if you get the HD premium edition, Steely Dawn and quad.

What about Christmas Sale, will it be present on lotro.com or it was just on Steam?

Wait & see.

You'll get Evendim + 500TP for Steely dawn.
You don't get TP for the expansions. You do get 2 more character slots and the Warden and Rune Keeper class with Moria IIRC.
You don't need all quest packs at once.
North Downs for example covers more or less the same range as the Lone Lands and some Evendim.
Forochel covers the same range as Angmar and the Misty Mountains.

You will want Evendim (to continue questing after the Lone Lands), then Angmar (and I like the Misty Mountains as well, as I hate Angmar, and need an occasional break from it), then Eregion.
After Eregion it's the first expansion: Moria.

If you wait until the quest packs are on sale (they're 20% off every now and then in the weekly sales) you can get a few with just playing and grinding some rep.
If you want to grind for TP (which is boring) go do Ered Luin over and over again. (195TP per character, takes about 3 hours)
