What is your operating system? What anti-malware programs you are running? Where do you live ? Describe in detail of what you are seeing. Post here screenshots or video of what you are seeing.
Looking on google just now i found the lotro twitter account said: "If you are stuck at "installing pre-reqs", please choose "NO PROXY" in the launcher proxy settings. Then restart your launcher. #LOTRO" but it was Jan 2014 posting.

If your game client not running on Windows 10, try:
- Loading C++ 2005 and .Net Framework 1.1 from Microsoft website or 3rdParty directory. They're no longer auto-installed by Windows Update on the latest Windows versions, and last I checked, LOTRO doesn't handle the dependency well. Look in the LOTRO directory for the 3rdParty folder and run all the .exes you find there while the game launcher Not running and under Admin rights account.
If your game client not running, Try:
- Downloading the game loader from LOTRO and run it over top of your faulty install directory as a Repair. Or just uninstall and then reinstall fresh.
If you cannot see your characters in character select, try:
- Reseting graphics back to Default from the Options > Repair on LOTRO launcher. Then Set graphics to DX9. Use the Detect Optimal Graphics button. There is a bug with Intel graphics and DX10 doing that.
If your DDO is loaded from Steam, The Verify Integrity of Game Files is greyed out and would have NOT help you on repairing an updated LOTRO install, only good for checking the launcher when you have problem with it on a New install.
Try running the file TurbineLauncher.exe or TurbineInvoker.exe in the LOTRO directory folder.
Make sure your Firewall and active defending anti-malware programs have LOTRO directory in exceptions.
Make sure your are first loading the game and running game under account with admin rights.

open a command window - does the following work
tracert gls.lotro.com
router use port forwarding? following ports need outbound forwarding:
Port 80
Ports 9000-9100 UDP
Ports 2900-2910 UDP
but all the above is to get the game connected. looks like your pc has a basic network problem when a browser cant reach a webpage.
" I tried reinstall it worked but after two days same thing happened" so the game worked but accessing lotro.com didnt. do other pc's on your network have the same problem? if you have a smart tv, try the web browser on that. if that dont work either then your network box is at fault. try powering it off for 10 mins then power back on. check the windows event viewer on your laptop - see if there are any helpful events.

I am sorry but you sounded like you were trying to hack my PC. I tried on my smartphone's google chrome I could access the lotro website. But not on any browser I have on my PC. Thanks. What would you suggest? I also tried resetting my network structure but didn't work either. Port forwarding is not active on the router.
If you can't reach lotro.com with a browser, you have more issues than LotRO not running.
I would suggest reinstalling Windows as a last resort, but best is to double (triple) check any 'useful' programs you might have installed, and of course your firewall and virus/malware scanner.
I'll accept that your your reaction to cheshirm was fueled by frustration, and not reading what he wrote (OUTBOUND lets stuff OUT, not hackers IN
If you think this is hard, you obviously have never tried installing a game in the time before Windows XP...
Obviously I am above average gamer and computer user and I also know programming. Now get lost please.
I checked the router there was no port active. I already uninstalled my antivirus today which was Avira avg. Why is it only lotro webpage and game then? I don't have any problem with any other website nor do I have a problem with some other online game.
