The exspansions are:
Mines of Moria ($19:99)
Siege of Mirkwood ($9:99)
Rise of Isengard ($19:99)
Riders of Rohan ($19:99)
Helms Deep ($39:99)
Mordor ($39:99)
They look to be around $20 except for Siege of Mirkwood, Helms Deep and Mordor which is the latest exspansion and from $40 up for the base edition.

P.S also all these apart from Mordor can be bought in the in-game store for LOTRO points which you can grind in the game so if you grind enough you could get them all for free.

BTW, the EU/US split has nothing to do with where the servers are located; they're all in the same datacenter in the US.
It also doesn't really matter as far as players from the EU/US go, as you'll find them on both sides.
What does matter however is that you can't transfer from EU to US servers or vice versa. It has to do with the backend that stores the player information being too different from each other to convert between them apparently.
As for shutting down anytime soon: They just released the Morder expansion, so they'll be around for a while I reckon.
ANd, while I'm at it: VIP doesn't buy you expansions, but you'll get 500 LP (lotro points, the store credits) each month while you're VIP (Next to the LP you earn by finishing deeds in-game). You can buy all expansions for LP (except for the Mordor expansion, we'll have to wait till December before it becomes available for LP)
I suggest you play a few characters on various servers for a bit to get a feel of which server you like best. This way you also get to try different races/classes, and if you decide on a main server, you can always keep the chars on other servers to earn LP (which are account wide)
VIP is worth it in this game, but you should try a bit for free before you subscribe. Also, every month as a VIP gives you 500 LOTRO-points, so after you two months you'll have enough to buy a new Quest pack. So paying for one year with VIP might be overkill as you'll get a lot of content with just a few months of VIP.
It is unlikely the servers are going to shut down any time soon. The game will live for at least 2 more years, despite what some people will tell you.
The 2 RP servers are Laurelin for the EU and Landoval for the US. Best way to gauge pop on a server is to make a character on each server and play it during your normal play time. Ignore the intro period as that's not a good gauge, but start paying attention to how many are around when you get to your starter city. Now understand, after 10 years it will be a bit light on the ground ppl-wise in the lower level area's.
Another reason for playing on all servers is the LotRO points you gain on each goes into a common pool for your account.
Lot's of guilds in the game and you'll increase your chances to find others to play with when you join one.
