I to have issues sometimes after LOTRO does one of its weekly updates.... Frustrated at times enough to stop playing at times. Then stopped playing through Steam and no longer have update/download issues. I might return to Steam later - after 64 bit is released -- just to see if Steam can actually work after that update. Till then- I play my steam games - just LOTRO isnt one of them anymore.

Hello everyone. I might join this discussion here a few years too late, but I just had the same problem today. I Installed LOTRO on a new - resetted - PC with Windows 10 home and when I wanted to run any of the launchers from the lotro-folder, it said that MSVCR100.dll and MSVCP100.dll are missing and that it might be resolved be reinstalling the game, so I had deinstalled and reinstalled it today and the same happened again. The link above in this thread here (https://www.microsoft.com/en-in/download/confirmation.aspx?id=5555) isnt working anymore, nor I did find any kind of turbinelauncher in the lotro file of steam.

Anyway, I installed then Microsoft Visual C++ 2010 Service Pack 1 Redistributable Package MFC Security Update from https://www.microsoft.com/en-us/download/details.aspx?id=26999. Since My PC is running a 64 bit system, I chose only the vcredist_x64.exe exe and installed it, but after that the game still showed that the 2 programms would be missing. After restarting my PC, it still didnt work. Then I checked my isntalled apps and saw that there is a Microsoft Visual C++ 2015-2019 Redistributale installed twice: a x64 one and a x86 one, but the MVC2005 and MVC2008 one are only installed as x64 versions.
SO I additional installed vcredist_x86.exe - that means, I running BOTH now, and now I could start the launcher. (Right now the launcher is downloading some patches, but it IS running).

SO if anyone should have this issue in the future too, just install the x64 and x86 version.
