In the meantime, just ask people stuff, most of the community is very friendly and helpful. Joining a kinship is a good way to learn the game and meet people. I can recommend Laurelin server if you like rp too.
I understand about the spamming on the channels but that is alot of time before i can use it. It's just frustrating i cant interact with the chats after getting past the beginning areas.

Due to the increase of gold sellers recently, they increased the requirements to access the chat channel for F2P players to L20.
That's only for new players IIRC, so if you already have a >L20 player, you can chat with a new character right away.
Also, Premium/VIP players have no chat access restrictions.
i dont see why they would. seeing how gold spammers really dont put in that much money and time into it. lol
No, if you're a player that has a character >20, the chat restriction is lifted for new toons.
There were quite a lot of gold spammers lately. First there was a time restriction (+ you had to be out of the intro), but that was easy enough to wait out for the gold spammers. Now they need to reach L20, which will take too much time for them to make it worthwhile. (At least, that is the idea)
LOTRO - U suck...
If you had spend $15 on LotRO you wouldn't have had any restrictions. But hey, if you rather spend $70 on another game, be my guest.

Sunk cost fallacy. You shouldn't need to jump hurdles to say hello in a chat that's mostly personal life spam and bs after playing. I'm a level 17 with 23 hours, and still can't engage in small talk. That's the exact type of thing that will make new players walk away forever.
Premium is Level 10.
VIP is being out of the Introduction.
There "shouldn't" be any other restrictions although I feel like there used to be a 2 Hour Play Time needed for the Account too but I'm not seeing that info anymore. So at least the above is correct: F2P = Level 20, Premium = Level 10, VIP = Out of Intro for any of these Accounts to use any of the Global Chats.
