Custom resolution set via the NVIDIA Control Panel should override this, however.
When you go to create a custom resolution, do you see a check-box labelled 'Enable resolutions not exposed by the display'? Make sure this is ticked, and then create the resolution again, at 1280x720 @ 60hz.
This issue is driving me crazy! haha

The MonInfo information suggests a similar problem to the one the OP is having.
Can you also try and create a custom resolution, 1280x720 @ 60hz, and see if the game detects it?

This will allow you to create your own custom resolutions via the EDID override method.
If at any point Windows boots into a blank screen (or an Input not supported message pops up on your monitor), you can boot into Safe Mode and revert the changes easily.
Once it's running, you'll want to create a new detailed resolution that matches your current resolution @ 60hz.
Click Add... up the top, under the Detailed Resolutions list.
Click on the Timing drop box, and select "Automatic - LCD standard"
In the Active box under Horizonal, type 1440
In the Active box under Vertical, type 900
In the Refresh Rate box, type 60
The Pixel clock box should auto fill to be (close to) 88.90 MHz. This is important as an erroneously high value could damage the monitor.
Click Ok, and then restart the computer.
Check to see if the resolution is listed in the Conifguration for SASRT. If it doesn't, then open CRU again, and move (use the arrow buttons) the resolution you created to the top of the list.
If that still doesn't work, post back here; there's another thing to try.

I did notice there was some slight screen flicker after the 1st reboot, so the new resolution did in fact take effect (from 60.823mhz(109.50mhz) to 60.002hz(88.90mhz).
What else are we able to try?
