An no, unfortunately there's only a total of 3 stars per "event". Thus, you get one for easy, you get another one for medium, and a third one for hard. Three in total, not 1+2+3 :-(
A completion on easy is sufficient to reach whatever follows, although "whatever follows" might have a star requirement to enter.
And then there's... what, one character unlocked in GP mode?

I've already been pondering the math myself. Near as I can tell, there's 232 stars in World Tour mode. I highest unlock I've seen thus far (a mod) is 200 stars. Getting all A rank would put you resonably close (174 I believe), but you'd need to dip into S rank to get everything. Unless there's another unlock after that mod, the extra stars are only if you want to get 100%. But if you only care about unlocks, you could just ignore any remaining challenges you haven't beaten on S rank.
Tracks are unlocked by merely playing on them in World Tour or GP mode.

EDIT: Yes, it's 4 stars per event once you unlock S class, and no, if you've already done it on an easier difficulty, you only get the remaining stars you were missing, not 4 new ones.
Wait, the AGES mod is 232? Guess that 200 I saw was a gate then....... welp, so much for me unlocking it then, lol.
They all seem to boost Speed and Boost stats greatly (and Allstar a bit as well), while lowering Handling and Acceleration to almost nil. I don't see the appeal to be honest. I like my Handling.
On the highest level, top speed and boost mean more than handling and acceleration. This is because a persons handling can be subjective, but stuff like top speed and boost are very objective. You can't go faster than your max speed if you're a VERY good racer, but you can offset the lower handling with your skill.
Shadow, Vyse, Metal Sonic, Ralph, Gilius, Team Fortress, General Winter, and AGES are all prime examples of a Console Mod trading in control for raw speed.

My memory is a bit hazy since I never really use Console mods, but in hindsight, I do recall Allstar stats not changing...
Thing is, I tried Console mod for a few races in World Tour, S class. I did horribly. And this was while I was trying to boost at any given chance. Between getting screwed over by items, and iffy drifting around turns (not even easing up on the throttle seemed to help at times), I just couldn't get it. Went back to Tails and Acceleration or Handling mod, and suddenly I performed far better, winning in one or two tries.
