The freeze is due to a desync that happens between clients. Your client freezes and requests an update along with an acknowledgement of positions. Takes a wihle to talk to everyone!
The lobby bug should eventually unfreeze, as it is waiting for someone to join the game. It should resolve itself after 2 minutes, max. This doesn't happen most of the time.
Host migration taking too long = pause for everyone
Client desync = pause for specific client
the desync is a programmatic response for too many error corrections over a second, as far as I'm aware.
One of its greatest strengths is that one client lagging doesn't ruin the game for the rest of the players.

Sadly I need to say that I had waited as long as I can, but after a few minutes the game said that a network error has occurred, so no, it doesn't help to wait (even though I wish it would help). I need to say again, that this 0 time bug happens also if I'm stuck at the trackvote, it's really critical if you ask me. Yesterday when I was in a full race and after that I was stuck at the trackvote again, but I was not alone, someone else had stucked there too, because I saw that he had voted with me. I really hope the developers will fix it in the near future, because I'm seriously impressed of this game :)
When playing I use a PS3 controller emulating an Xbox 360 controller. Now that may seem sketchy, but it's worked perfectly for every other game I own with controller support.
This is pretty much the only thing keeping me from buying the game, so I hope someone can find me a solution.
Sounds like you are using MotioninJoy to play the game? There's a problem with vibration which periodically throws random analogue inputs. It does actually happen in other games, but since the right analogue stick is bound to a digital function, it is much more noticeable. Ditto for the brakes.
So turn off vibration in the MotioninJoy tool, or give XInput Wrapper a go (SCP).
