OutRun Bay's Staff ghosts are reflected on the license card however, if you're a completionist, you may find that you're missing 8 staff ghosts (though I don't think it will say 160/168 if you don't have OutRun Bay unlocked).
Should be noted, this price actually covers the preorder discount if you took advantage of it. If you did a four-pack, you're still paying less than retail if you went in with friends.
Mine was 160/160 before I bought the DLC and 160/168 after I bought it.
Also 26/26 characters pre, 27/27 with DLC.
I decided to go over this since there's a bit of a taboo over payed DLC. Some people think that having to pay anything for additional content needs to be justified.
So, if a track and a character costs £1.99 and the game costs £19.99, 5 DLC packs would take it to about £29.99. Now i actully paid £13.50 (GMG deal) so i would be more than happy to buy 8 DLC packs taking me to about £29.50.

I'm usally against DLC but mainly when it's on full price games and high price DLC to boot, however here we have a low priced game and low price DLC - so i'm all for it.
As for the content, I enjoy using Metal Sonic (even though his All Star music is from Sonic 4...at least they picked the best one), and while Outrun Bay is meh, it still brings back memories of playing the acrcade game.
As others have said though, if you're not a Metal Sonic fan, you can skip this for now.
