It's more personal preference than anything, field a mod that fits your playstyle; most characters are adaptable enough that you can use anyone with anything if you really wanted to.
Well, it's actually not that simple. Vyse with speed is one of the top setups, however it's highly impractical when playing in the convoluted environment of online matchmaking.
Honestly, for online, I'd recommend a character with a good ballance of stats, maybe with a slight emphasis on speed. That way you'll have enough acceleration to deal with almost everything thrown at you (of course, the infamous Wombo Combo will wreck your day no matter what you're using), but you won't be so slow as to be easilly outran by the numerous Metal Sonics, Shadows, Gilliuses, Eggmans (Eggmen?), Vyses, Sonics, Realas and Team Fortresses you see online. I've recently used Joe Musahi with handling to great effect this way.
For Time Trials, Vyse/Sonic with speed or Eggman/Metal Sonic/Gillius/Shadow with console are really good choices.
If you just want to screw around in a custom online match with friends, Shogun with Console is just stupid fast on any track with a Boost Super Pickup or a bunch of boost pads, and he'll be annoying (in a good way) to everyone else in the lobby and great fun in general. He's broken in boost races, though.
