People need to be challenged
I'm all for challenge, but giving computers a speed handicap is a cheap and laughably poor design choice, especially considering you could switch it off in the first game.
I still think this is a good game, but this is very lazy from the developers.
Found it! This is what you are talking about.

Don't get me wrong, I play on expert and can win on expert, but that doesn't mean I enjoy the cheesiness of the AI that comes with it.
I already finished the game, I did a lot of stages in hard/expert
(http://steamcommunity.com/id/hapistorique0/stats/SonicampAllStarsRacingTransformed)
I am not saying that you can't win, I'm saying that the AI is cheating, that's all.
I hope they add this in Transformed as an update!
In short, yes, they do cheat.
*I haven't looked at the code, but I assure you that the above is entirely factual.
Of course, as I mentioned before, fighting games can be just as bad, if not worse, than kart racers in this aspect. Predicting movements based on control input, utilizing the computer's exact timing and pinpoint accuracy, etc.
Either way it's still an severe anoyance that really needs to be left in the past in favor of bot based AI.
Do you want developers spend an absurd amound of money on building a "realistic" A.I., which actually knows how to race, shot and improvise just like a human can? Money, which can be spend on gameplay, finetuning, content and presentation etc? I'm grateful they obviously decided to not spend it on the A.I..
I guess all you meant, when creating this thread was "OMG the hard-difficulty is so hard, the developers have make it easy, so i can trick myself into believing i'm good at something. Screw the concept of hard difficulties actually being hard!"
