He can, but his feet wear out. His shoes are only there to handle the intense friction caused by his speed. In the original comics, his uncle was an inventor that made the shoes for him as a kid.
I like how this video is trying to take into account his height to measure his speed but completly ignores that he's grown taller over the years, best depicted by Generations where you can see Classic and Modern together.
Tails needs a plane because he can fly.
It is weird Sonic Team logic.
