That did it! V-Sync is Always On in my Control Panel, but enabling it with the game config locked it to 60. Thanks! Turns out the control panel V-sync is not as reliable as I thought all these years.
Setting VSync to 'on' in the game disables the frame rate limiter and allows you to run at your monitor cap :)
There can be a lot of input lag with vsync and I know people like to run without it. But unfortunately, if you simply disable it on the config, the engine caps at 59 fps. And the engine also needs to run in a fixed time step at either 30fps or 60 fps. So when you run at any other frame rate (either over 60fps or 59 fps) the game stutters
I've found that you will always need V-sync. Even if I get 60 or less, I still get screen tearing (albeit much less) because well, the frames aren't sync'd. I've never seen it cause noticeable input lag, so I don't understand how it's a choice for some people unless said people have G-Sync monitors. If you get input lag, it probably lies in the display/connection and/or motion smoothing feature on the TV.
BTW, even if you do use vsync, I still recommend capping at 60 fps with RTSS, since that will cut down on some input lag too (not as much as 59 would, but stil).
Also, yes I do have a gsync monitor. I force highest refresh at 144hz and cap at 60 fps. Since the game cannot go over 60 fps without serious stuttering. And there is even less input lag doing this, since the frame actually reaches the screen in 1/144th of a second instead of 1/60th of a second, even though the monitor is effectively running at 60hz with VRR
I hope you're trolling. if that's so then you must have easily OC'd your graphics card to the extent it's now classified as a fire hazard.
no im not my computer has the msi z170a gaming m5 motherboard with the new intel core i5 6th gen 6600k processor 16 gigs of ddr4 ram 4 gigs of nvidia gtx 970 thats why my game runs so fast i have new parts while u guys have waek older parts
ah hah, why is it running at 500 fps in game though? your graphics card should have a cap on it which prevents it from getting to a insanely high number like that. realisticly, you want to target between 60fps on anything. (lowest amount) to the golden 100. (highest amount) and only ever going over if you're feeling ballsy or the game should be non demanding.
now, this game isn't demanding, but to reach 500 means you've extended the limiter on the graphics card to an ungodly amount and are at real risk of, at best, burning out the componants in the graphics card prematurely which will shorten the lifespan drasticly, to at worst, setting your house on fire.

no im not im just wondering what i should do cause u said since my game has maxed out on frame rate i dont want my card to die so fast cause of one game
it won't be just one game. you've changed the settings on the card and it will overclocking on everything.
go into the nvida graphics settings and change the overclock settings to something less insane.
