A Fix For Startup Crashing That Says Games Already Running

Applying Windows 7 compatibility layer to "Launcher.exe" fixed the crashing at app launch for both game and config launcher

1. Right Click On Game
2. Open Where Your Game Files Are
3. Find The Launcher.exe And The ASN_App_PcDx9_Final.exe
4. (same step for both from this point forward)
5. Right Click The App And Hit Properties
6. Find The Compatibility Tab In The Top Selections
7. Under Compatibility Choose Run In Windows 7 (For Both)
