i'm still pretty new to all this forgive my ignorance
i tried the windows 7 thing and it didn't work before i'll go ahead and try to run it as an administrator and see if that changes anything
edit: it did not work, i thought it was when i was able to get through half a world tour cup with no issues but it started again
You can try disabling that, and use the DXVK wrapper instead to see if it works better. Read about the fix here:

Last night and other times that I stream this game. During a race the game would do a millisecond white screen flicker and then briefly hiccups with a slight frame issue before returning to playing smoothly again.
I don't know what's causing it as it never happened before.
OK I'll read the info in link because I've got Nvidia RTX 2060 in my computer.
If you turn it on you still get the white flash, and freeze for a second, but then the game continues, rather than crashing.
Works for Win10. No idea about Win11.
