I also feel it has a better sense of speed then Mario Kart.
So... no, it's not a clone, but if you enjoy Mario Kart, then there's a good chance you'll like this (perhaps even moreso).
And it might be worth mentioning that the game can be bought for $5 at the Humble Bundle store right now.

It's such a pretty game to look at and soundtrack is amazing. I was a Mega Drive and Master System) guy back in the day (got my Mega Drive in 1997), therefore I'm familiar with most of the character roster.
You could pick up the original game (Sonic & Sega All Stars Racing) as there are no transformations in that game - it's all karts.
I'm not sure who is playing it these days but it should be a fun romp with the computer AI, anyway.
(If you do pick it up, be aware that the graphics settings in the loader were backwards on my system, i.e. Low was really High and vice versa).
