"Install script ()" error causing the game to not open - What does it mean?

I've done just about everything I can - run from both Steam and local files, reinstalled the game several times, verified the files, reinstalled Steam, deleted the redistributibles in the folder, adjusted the resolution and graphics from the launcher, checked my DirectX and C++, and I've just about hit the end of my rope. When I run the game from Steam, it tries to run a blank install script and then immediately gives me the "game is already running" error code. Did the game install incorrectly? Am I running under the recommended specs?

I've fixed the error now! I needed to delete the installscript.vdf from the local folder and the game booted.

same issue. says game is already running with various different codes each time but the same error description. I have reinstalled windows 3 times. but also this is happening on all of my pcs, not just one computer. I feel like its an account issue? maybe?? no idea how to get support.
