I made this list so anybody can stop asking how to unlock it over and over and over again. So this might be helpful, i decide to make a list in order people to look it up.

• Gilius Thunderhead: (Buy for 120 stars in World Tour)
  
• Joe Musashi: (Buy for 85 stars in World Tour)
  
• NiGHTS: (Buy for 80 stars in World Tour on Console versions, 40 stars on 3DS)
  
• Reala: (Buy for 160 stars in World Tour on Console versions, 90 stars on 3DS)
  
• Gum: (Buy for 105 stars in World Tour)
  
• Pudding: (Buy for 50 stars in World Tour on Console versions, 64 stars on 3DS)
  
• AGES: (Buy for 165 stars in World Tour on Console versions, 111 stars on 3DS)
  
• General Winter: (exclusively for PC as free DLC on 5 July 2013)
  
• Willemus: (exclusively for PC as free DLC on 5 August 2013)
  
• Danica Patrick: (Buy for 16 stars in World Tour; Not available in the Japanese Version of the game)
  
• Dr. Eggman: (Complete or win all the Mirrored Grand Prix with Gold Cup or higher)
  
• Shadow the Hedgehog: (Buy for 35 stars in World Tour)
  
• Amigo: (Buy for 8 stars in World Tour)

I read somewhere else you can do the mirror cups on C class and still unlock Eggman?

Earn stars by completing events on various difficulties in Career mode.

Besides earning the stars for world tour, you also have to unlock the path that leads towards the characters, as the characters are inside the web that make the world tour.

Doing world tour is advisable nontheless as you also will unlock very god stats mods for all cars.

Hi, does anyone knows if the DLCs are necessary in order to get the SEGA Expert achievement (unlock all characters) ?

They are not necessary for that achievement.

The Dr. Eggman requirement listed is incorrect. You DO NOT need to win every GP Cup on Gold/A Class to unlock him. Just finishing every one in 3rd or better, even on Bronze/C or Silver/B will do it.
