Can someone explain to me how to setting local multiplayer?

I use 1 xbox controller (it's connected and fine), and a pair of 3rd party controller (couldn't connect)

I use an xbox 360 wireless receiver and 4 controllers. I find that the game will NOT detect the controllers if they're not turned on when the game starts. So make sure all your controllers are connected, makes sure they're setup under your game's configuration (separate launcher), and then they should be ready to go in game. Simply hit start on the controllers, and their little outline icons will fill in on the bottom of the screen.

The controller setup part is a one time thing... once setup, it should save those settings permanently.

and one AWESOME feature of this game... is the ability to play 4 player split screen online! So you can have 2 computers with 4 racers each, and then a 3rd with 2... totaling 10 racers. All playing together! It's super fun. Not enough games support splitscreen + Online together.

you can actually set a local 4 player, and cherry on top: go online as a party.

Can someone help me with this? I try to set up 3 and 4 player but in game it does not recognise the controller, nor it does in any other game, max i can play is 2 player, why is that? In steam it recognise, i tried uninstalling/reinstalling, didn't help at all. Same thing with TMNT Out of the shadows, max 2 player. tried everything.
