Freezing during game start up and main menu

So I just got this game today and I've been looking through the threads to fix my issue.

Basiclly My game launches with a white screen ( I assume its doing some initial load) then I get the logos for various engines, publishers,and devs. After those its the splash screen then the main intro video starts. During the video it will randomly freeze for a minute then startup again then after another minute it'll freeze again and this keeps repeating even after the video and on the main menu. Ill be selecting what I want to do then it will freeze and it seems to be every minute. it'll be working normaly for 1 minute then freezes for a minute or so. I havent actually had a race yet because of this.

What I have done to try and fix the issue.
- Set my games ASN_App_PcDx9_Final.exe file for compatability mode (windows XP sp3)
-set the .exe to run as administrator
-gone into the Nvidia control panel and set desktop scaling to be performed on the GPU
-tried running the game in fullscreen/borderless.
-verified integrity of game files.
-shut off shadow recording from shadow play.


System spec:

Windows 10 (creators update)
i5 7600K
GTX 1070
16GB of ram

I might be kinda late, but try this: Go to PC>Documents>SART and delete the file called "settings"
