Did they fix this for Windows 10, yet?
I know SOME people on Windows 10 can play this, but most can't.

The problem is figuring out how to force the game to launch in windowed mode, since the game doesn't appear to support the usual tricks (e.g. Alt+Enter doesn't seem to work. Adding -w to a shortcut target doesn't seem to work. Etc.)

One thing I didn't try is a software that forces applications to run in windowed mode, so not sure if that would work, but it might be worth a try for those who can't launch the config.

It was never broken on Win10 (specificly) as far as I know.

I never had any issue on windows 10, not even the need to use the compatibility mode. I been playing this game on every major update that win10 had (even the newest 1803).

Have not personally had any issues playing this game on WIN10 Pro and have over 41 hours logged in steam. Not really sure what issues your referring to.

Does it give you an error about some missing MSVCP100.dll file or something like that? Because that happened to be twice after reseting my Win10.

The game config/launcher can fail to start, specially after a clean install. There's an easy way to "revive" it. got to YourDisk:\Steam\steamapps\common\Sonic & All-Stars Racing Transformed and double click on the Launcher.exe that is located there. If everything goes well, launcher with game config will show up. After that, you will be able to access it by the normal way in steam (right click on Sonic & All-Stars Racing Transformed then "configure").

tried that before. still crashes

Have not had any issues with s&art on Windows 10 either.

Maybe try mucking around with the resolution settings?

I can't configure the game. the config "thingy" crashes

Have you tried changing the Launcher compatibility in File Properties? To something like XP SP3, Vista, 7, or 8.1?

Also I have actually had some cases where the Launcher would crash if there is some kind of issue with a connected controller...

tried them all. controller works fine.

I don't have Win10 (precisely due to this kind of nonsense), but have you followed the pinned topic going over the issues and potential fixes? If none of that works, sorry. I don't think anyone will be able to help.
