Boost levels comparison
So, I decided to make a comparison between different characters of each levels of boost, here are the results

Level 6 boost:
-Ages 00:01 (4/1/16)
-Shogun 01:04 (3/2/1/6)
Level 5 boost:
-Shadow 02:11 (5/1/1/5)
-Knuckels 03:19 (4/2/1/5)
-Nights 04:29 (3/3/2/5)
-Ulala 05:40 (3/3/1/5)
-AiAi 06:44 (2/3/1/5)
Level 4 boost:
-Sonic 07:54 (5/1/2/4)
-Eggman 09:01 (5/1/2/4)
-Amy 10:06 (3/3/2/4)
-Amigo 11:17 (2/3/3/4)
Level 3 boost:
-Metal Sonic 12:27 (5/2/2/3)
-Sonic 13:40 (4/1/4/3)
Level 2 boost:
-Sonic 14:45 (6/1/3/2)
Level 1 boost:
-Tails 15:57 (3/4/4/1)

The results we're quite interesting I can say. Characters with lower levels of boost we're able to beat some of the ones with higher levels. Yes, I do still know that I played some of them a bit better/worse than others but the results are still accurate enough to give you an idea of how fast/slow these characters are. Even if the differences aren't that high, THEY DO MATTER IN TIME ATTACK, because a 0.1 difference can sometimes sometimes be translated into around 20 places higher
Considering the times I got, I would make a ranking of the stats of the characters I used:
4/1/1/6>=5/1/1/5>3/2/1/6>=4/2/1/5>5/1/2/4>=3/3/2/5>3/3/1/5>5/2/2/3>=2/3/2/5>=3/3/2/4>>2/3/3/4>>>>.....>>>>>3/4/4/1(also depends on the map, and considering the fact that I didn't played all the characters completely the same as the others since this is pretty much impossible)
I am a bit unsure of where to put sonic with speed mod(6/1/3/2) because even if i got a fairly decent score with him I fin it kinda odd to put him above AiAi's 2/3/2/5
Overall, I think in normal races that difference is smaller than in TA, but I still recommend using mods with at least 3 boost, preferably higher.

On a relatively straight track like Seasonal Shrines with lots of boosting, a 4116 char will be the fastest, then followed by 5115 / 3216 / 3126. Everything else is clearly slower in the hands of the same player.

This is how I also see the things going, 4/1/1/6 and 5/1/1/5 just seem to be faster than the others because of the importance of the boost. Speed also seems to be quite useful because AiAi for example might have 5 boost but his 2 speed just kinda hurts him since I didn't even came close to beating my Sonic or Eggman records with him, on Dream Valley however the story might be different but that's just 1 track(2 if you also consider the mirror)

Basically for time trial its always 4116 or 5115 thats fastest in theory. Maybe a few tracks where 4225 or 3126 might be better for individual style.

Mods with 2 handling can help on tracks like Burning Depths or Roulette Road and will always slightly minimize the chance of screwing up some drifts, this isn't so important in TA however because you can try again and again as much as you want but in online races one mistake can cost you the entire race easily. So, yeah, 2 handling can be more useful than 2 acceleration and in some cases you can trade 1 point of speed for one point of handling, depending on the situation
