That said, your build does look pretty strong.
Maybe, because the issue is, is that the recommended specs are not 1080p high. It's 60fps 1080p medium. I would say you should be able to run it medium with DLSS. That should get you above the 30fps mark if it's optimized properly.

How will Silent Hill 2 Remake run on my new PC?
That said, if I had to hazard a guess, I suspect a 3060 (being the most used GPU according to Steam, so probably in the ballpark of what they're targeting based on their listed specs and some guesswork) is probably going to target something like Medium settings at 1080p w/DLSS.
That's conservative, but imo makes some sense based on the listed specs and the 3060's perf relative to them. Unless of course, again, the game doesn't perform well at the listed specs and use cases, which remains to be seen. And is why we really need benchmarks to get a better idea.
We are recently getting lots of games that run terribly even on RTX 4090.
thats normal. as a generation nears it's end to make way for the next, games will come out that previous gen can no longer run maxex out.
You mean medium settings + DLSS or just DLSS set on medium level?
